
Internet access, mainly for web browsing, was restored on Saturday night, four days after it was suspended ahead of Uganda’s January 15 elections. Most social media platforms remain restricted, prompting some users to rely on Virtual Private Networks (VPNs).
UCC Executive Director Nyombi Thembo said services are being gradually reinstated and the commission will continue monitoring the situation closely.
"The commission will keep observing the situation and will provide updates on any further changes as needed," Thembo said.
He warned users attempting to bypass restrictions via VPNs that measures exist to act against illegal activity.
"Some individuals may think they can bypass these directives using VPNs. But let me be clear: if VPNs are used to break the law, devices can be targeted and permanently blocked from accessing internet services," Thembo says.
Thembo also made a distinction between personal and illegal use of VPNs. "If you bypass the blockade to connect with family and friends, that’s understandable. But using VPNs to commit offences will be dealt with seriously," he said.
The UCC urged all users to exercise caution and adhere to current internet regulations as access continues to be restored gradually.
